Team Hackney has developed a strategic commissioning framework to ensure that the Local Area Agreement funding ensures the delivery of priority outcomes based on analysis and evidence in an effective and transparent way. Strategic commissioning is not solely contracting or procurement, although this is an important element of the process, but more importantly, rather than competing for funding, it enables partners to work together to invest in public resources where they can make the most impact.
Hackney’s Local Area Agreement (LAA) was signed off in March 2008. The LAA is a three-year ‘contract’ which sets out the delivery targets for Team Hackney to March 2011. Most of this work is happening through existing funding for local services – for example through funding for police, the Homerton Hospital, Hackney schools, and all the Hackney Council services.
However central government recognises that some additional investment is needed to help get new work off the ground, and provides Team Hackney with some LAA funding to support this. While this is a relatively small amount when considered against all the service budgets of our partners, it will help the partnership to try out new ways of working to address the specific needs of Hackney.

Team Hackney allocated £750,000 in 2007/8 to support the Team Hackney Community Grants programme. This is administered by the Hackney Council for Voluntary Service (HCVS) and enables voluntary and community groups to apply for up to £50,000 each. The full list of grants allocated so far is available below. The new Community Grants programme will open early next year (2009).
